AUTOMATIC BUILDING PLAN APPROVAL SYSTEM (ABPAS-II)
URBAN ADMINISTRATION AND DEVELOPMENT DEPARTMENT GOVERNMENT OF MADHYA PRADESH
The objective of ABPAS is to improve the quality and access to building permit service by the
municipality so as to make cities more efficient, transparent and citizen-friendly. It was
envisaged to facilitate quick processing and disposal of building plan permissions,
automation of the drawing scrutiny, standardization of building fee & other charges and then
effective monitoring of file processing. Before this initiative, most of the building plan
applications and drawing plans were submitted manually in paper format.
The solution adopted for ABPAS – “AutoDCR” is an open service based architecture. System
automatically generates various scrutiny reports dynamically based on the rules defined by
the respective authority. The complete building plan approval management system is a web
based system where architects submit the plans and basic proposal information over the
internet.
Automatic reading of CAD based drawings, GIS Mapping, web Technologies, seamless
workflows, Management Information System and Decision Support Systems, Business
Intelligence, Document Management Systems, Hand held Devices are some of the trending
technologies that are envisioned in implementation of ABPAS to make a marked difference
in the functioning of Building Plan Approval departments.
Automated Building Plan Approval System (ABPAS) is implemented at Indore Municipal
Corporation. It has been recognized at various levels that the efficiency and performance of
Indore Municipal Corporation has improved radically. It provides access to all authorized
stakeholders including department staff, Architects/Consultants, Building owners and
Senior Management team based on their role entitlement.
Being an online system, ABPAS is available anywhere, anyplace and on any device to the
various stakeholders mentioned above. The intuitiveness of the ABPAS system becomes
apparent when even a lay person is able to easily track the status of their submission.
This initiative was conferred Gold Award in the category of “Innovative Use of Technology in
e-Governance” National e-Governance Awards 2013-14
